As a Pro Se Litigant Pursuant to MDFL Non-Attorney E-File Procedures

The Petitioner, Francesco Giovanni Longo, appearing pro se and concurrently in forma pauperis, respectfully moves this Honourable Court for leave to proceed electronically via the Case Management/Electronic Case Filing system, pursuant to this District's policy that "Pro se litigants who have been granted e-filing access in their case can refer to Non-Attorney E-File Registration for details on how to register," and in support thereof states:

  1. The Petitioner is a Canadian citizen and resident of Windsor, Ontario, Canada. His concurrently-filed Petition for Writ of Coram Nobis (Version 4, 2026-04-27) challenges the 2005–2013 cross-border operation that produced his 78-month federal conviction in this District under docket 8:05-cr-263-T-17MSS.

  2. The Petitioner is indigent and concurrently submits an in forma pauperis application (AO 240). Every application the Petitioner has made to Legal Aid Ontario for representation from 2005 through 2026 has been refused. The Petitioner has no funds to cover recurring postage and courier costs for cross-border paper filings from Windsor to Tampa.

  3. The Petitioner is the only pro se claimant in a matter involving 28,000+ parallel filings across United States, Canadian, and international jurisdictions documented at the public Sovereign Archive (canadianpeoplestrust.pages.dev). The volume of supplemental exhibits, responses, motions, and follow-up filings that will arise in this matter makes continuing paper filing from abroad economically impossible and procedurally prejudicial.

  4. The Petitioner holds a registered PACER account (Account Number 8831184, Username francesclongoflongo11). Grant of e-filing privileges would require only the one-time registration step outlined in this District's Non-Attorney E-File Registration procedure, which requires this Court's permission as a threshold matter.

  5. The Petitioner is literate, computer-proficient, and has demonstrated the technical capacity to produce, format, and transmit court-compliant PDF filings. Granting e-filing privileges will accelerate the efficient administration of this case for the Court, for the Respondent, and for any co-defendants or amici.

  6. Granting this motion imposes no prejudice on any other party and is consistent with Federal Rule of Civil Procedure 1's direction that the Federal Rules "be construed, administered, and employed by the court and the parties to secure the just, speedy, and inexpensive determination of every action and proceeding."

WHEREFORE, the Petitioner respectfully prays that this Court:

A. GRANT this Motion for Leave to Proceed Electronically via CM/ECF as a pro se non-attorney filer in this matter;

B. DIRECT the Clerk of Court to provide the Petitioner with the Non-Attorney E-File Registration forms and credential-issuance workflow necessary to link the Petitioner's existing PACER account (8831184) to CM/ECF filing privileges in this case;

C. ORDER that, upon completion of that registration, the Petitioner may file all subsequent documents in this matter electronically;

D. Grant such further relief as the interests of justice may require.
